Memorandum: This is an appeal from an order terminating the parental rights of respondent with respect to his son born on June 10, 1996, on the ground that his son was permanently neglected. Respondent’s son was placed in a foster home on June 13, 1996, upon release from the hospital after his birth, and had lived there continuously until petitioner, Erie County Department of Social Services (DSS), filed a permanent neglect petition in December 1997.
