I) Facts

On January 6, 1999, a grand jury in the Western District of Wisconsin returned a four-count indictment against Roger Zehm, charging him with one count of conspiring with Trevor Christiansen to distribute methamphetamine from February 1998 until early April 1998 and one count of conspiring with Eric Brown to distribute methamphetamine from February 1998 until June 1998. Zehm was also charged with two counts of distributing methamphetamine — a total of 4.25 grams — to Cathy Lindstrom on April 29, 1998 and May 4, 1998. Police arrested Zehm on January 13, 1999.…
