This appeal is from an order, of the circuit court of Sangamon County refusing a request for a temporary restraining order (TRO) prohibiting the processing or payment of State vouchers submitted by various legislators, legislative commission and committee members and their staffs for expenses incurred while attending the National Conference of State Legislatures held in San Francisco in the summer of 1979.
