Appellants appeal from judgments of the District Court dismissing their claims on the grounds that '(1) plaintiffs lacked standing to challenge the membership of a rulemaking committee convened pursuant to the No Child Left Behind Act, and (2) the Act barred judicial review of the committee’s membership.
