Petitioner, Manuel Santos Guaman (Santos Guaman), seeks judicial review of a decision of the Board of Immigration Appeals (BIA) denying his asylum application. Santos Guaman argues that the BIA erred when concluding that he had not suffered past persecution nor had a well-founded fear of future persecution if he returned to Ecuador on account of his indigenous Quiché ethnicity.
