MEMORANDUM

WISEMAN, Chief Judge.

This is a products liability action arising out of a plane crash which occurred on the Kentucky side of the Fort Campbell military installation. 1 The crash happened on September 9, 1986, while the five-man crew of a C-130A military aircraft was performing a series of “touch and go” maneuvers at Fort Campbell’s airfield, which also is located within the boundaries of Kentucky.
