ELFVIN, District Judge.

Plaintiff a 57-year old man with an eighth-grade education, a 26-year history of bartending and of two failed attempts to own and operate a liquor store, and classified as totally disabled by the Veterans’ Administration in 1976, filed an application February 18, 1977 for disability insurance benefits under the Social Security Act. He claimed to have been disabled since April 1975 due to arthritis, arteriosclerosis, diabetes and foot and sinus conditions.
