MARTIN, Circuit Judge:

Bruce Rich is an Orthodox Jew serving time as a prisoner of the State of Florida. He filed a pro se complaint against the Secretary of the Florida Department of Corrections and other defendants 1 alleging violations of the Religious Land Use and Institutionalized Persons Act (RLUIPA), 42 U.S.C. § 2000cc (2006) et seq. 2 He claims the Defendants violate his right to practice his religion because they will not give him a strictly kosher diet.
