In these consolidated cases, petitioners Dresser Industries, Inc. [Dresser] and Wyo-Ben, Inc. [Wyo-Ben] seek review of decisions by the Interstate Commerce Commis*591sion [the Commission] and Review Board Number 3 of the Interstate Commerce Commission [the Board].
