This application is made upon a notice that the petitioner will apply at the Special Term for an order that a writ of certiorari issue, directed to.the Commissioner of Education of the State of New York, commanding him to certify and return all proceedings relating to the *470petition of Edgar W. Steele for the removal of Owen W. O’Neil as trustee of school district No. 16 of the town of Mooers, Clinton county, N.
