The plaintiff, Ernest Barone, appeals pro se to this Court from an order of the Superior Court granting a motion to dismiss filed by the defendants, the State of Rhode Island and the Rhode Island Division of Taxation. This case came before the Supreme Court pursuant to an order directing the parties to appear and show cause why the issues raised in this appeal should not be summarily decided.
