This appeal arises from a personal-injury action brought by respondent Kie Vang (Vang) against the City of Ely (the City), the Ely Chamber of Commerce (the Chamber), the Minnesota State Colleges and Universities Board of Trustees (MnSCU), and Joshua Paul Forsman (Forsman).
