This is a civil action for “injunctive relief, damages, a declaratory judgment, and other appropriate relief”, brought under the Civil Rights Act of 1871, 42 U.S.C. Section 1983, and predicated upon alleged violations by the defendants Volker and Skaggs 1 (hereinafter sometimes referred to collectively as the defendants) of the First, Fifth and Fourteenth Amendments to the United States Constitution.
