The issue before us in this case concerns the discretion of a trial judge to alter the amount of attorney fees submitted for approval by court-appointed attorneys for work involving the representation of indigent criminal defendants pursuant to W.Va.Code, 29-21-13a [1990]. The petitioner, J.
