¶ 1. Neighboring landowners appeal the Environmental Court’s approval of an adaptive reuse project involving an existing industrial warehouse located in a medium-density residential district in Burlington. Landowners assert that the Environmental Court erred in finding that a final decision on the project’s Act 250 permit precluded additional consideration of whether the project was in substantial conformance with Burlington’s municipal plan.
