The Delaware Steeplechase and Race Association is the owner of a race course, at which it conducts race meetings during certain seasons of the year, under a license issued to it by the Delaware Racing Commission. The statute creating The Delaware Racing Commission and authorizing it to license race meetings, made betting at race meetings licensed by it legal, provided that said betting is. done within the inclosure of the race meeting and is conducted by selling pools by the use of pari-mutuel machines or totalizators.
