The city of Chicago and the board of education of the city of Chicago, as relators, filed in the name of the People of the State of Illinois a petition for mandamus against the board of review of Cook county and the three men composing the board. The peremptory writ was sought to compel the board to hear 9200 complaints filed with the board of review by the relators about the assessment of property for the year 1926 and to compel the board to make and publish reasonable rules for the guidance of persons doing business before the board.
