Golden Pacific Bancorp (“Golden Pacific”), a bank holding company that controlled Golden Pacific National Bank (the “Bank”), appeals the district court’s grant of summary judgment to the government. Golden Pacific sought review under the Administrative Procedure Act of the Comptroller of the Currency’s action in declaring the Bank insolvent and appointing the Federal Deposit Insurance Corporation as receiver.
