ROBERT HOLMES BELL, District Judge.
On April 1, 1988, plaintiffs filed suit in this Court alleging that the rates charged plaintiffs by defendants were unreasonable and in violation of federal and state law. Plaintiffs are commercial airlines which use the Kent County International Airport (Airport). Defendants are Kent County, the Kent County Department of Aeronautics and the Kent County Aeronautics Board (KCAB). The Airport is located in and owned by Kent County, Michigan.
