I. INTRODUCTION

Methyl tertiary butyl ether (“MTBE”) is a gasoline additive that has contaminated groundwater throughout the United States, primarily as a result of leaking underground storage tanks (“USTs”). Because MTBE “dissolves and spreads readily in the groundwater ... resists biodegra-dation, and is difficult and costly to remove from groundwater,” it “has caused widespread and serious contamination of the nation’s drinking water supplies.” 1 Among those contaminated water supplies are the wells of plaintiffs Suffolk County-Water…
