Plaintiffs, The Lawyers Committee for Human Rights (“the Committee”) and Arthur C. Helton (“Helton”), seek the disclosure of materials allegedly in the possession of several government agencies— namely, the Federal Bureau of Investigation (“FBI”), the Central Intelligence Agency (“CIA”), the United States Department of State (“State”), and the Immigration and Naturalization Service (“INS”) (collectively, “the Government”).
