— This is an original proceeding in mandamus brought for the purpose of compelling the State Auditor to register bonds issued by the Kansas City School District. The facts, as to which there is no controversy, are stated by relator’s counsel as follows:

“At a regular meeting of the board of directors of relator held September 19, 1929, at which all the members of the board were present, the board by unanimous vote adopted a resolution reciting that in the judgment of the board it was expedient for the School District of Kansas City to borrow $5,000,000 for the purpose of purchasing sites for…
