*145 Having granted Petitioner's motion for rehearing, we withdraw the judgment and opinion we issued on June 1, 2018.

This case comes to us for the second time. As we explained the first time, "we have long held that '[a] municipality is not immune from suit for torts committed in the performance of its proprietary functions, as it is for torts committed in the performance of its governmental functions.'
