1. INTRODUCTION
On August 31, 2016, the defendants David A. Clarke, Jr. (“Clarke”) and the County of Milwaukee (the “County”) (collectively, “Defendants” 1), and the interve-nor Wisconsin County Mutual Insurance Corporation (“WCMIC”), filed separate motions for summary judgment.
