OPINION
MARTONE, Justice.
The question we decide today is whether a statutory financing scheme for public education that is itself the cause of gross disparities in school facilities complies with the “general and uniform” requirement of Article XI, § 1 of the Arizona Constitution. We hold that it does not.
This is an action brought by certain school districts and classes of parents against the Superintendent of Public Instruction and the State of Arizona seeking a declaration that the statutory scheme for financing public education in Arizona violates the Arizona Constitution. The districts…
