On July 24, 1928, the Rock Island Cement Company, hereinafter called the ‘'contractor, ’ ’ signed a contract for the construction of Primary Project No. 149 in Lee County, Iowa, with the State Highway Commission. The project consisted of the paving of a certain street in the City of Keokuk, Iowa, which constituted part of the primary road system of Lee County.
