BACKGROUND

The Plaintiff, Federation for American Immigration Reform (FAIR), is a non-profit membership organization concerned with the economic and social effects of immigration. FAIR advocates the interests of its members, approximately 15,000 of whom reside in South Florida. The Defendant, Edwin Meese, Attorney General of the United States, is by law entrusted to enforce the immigration laws. 8 U.S.C. 1103(a).
