The above-captioned claim is an admiralty action brought pursuant to the Suits in Admiralty Act (“SAA”), 46 U.S.C. § 30901 et seq., by plaintiffs Compagnie Maritime Marfret, Marseille Fret and the Underwriters Concerned (collectively “Plaintiffs”). Plaintiffs are the owners and operators of a vessel, and have sued the United States 1 for the damages sustained by their vessel after it was grounded while entering the San Juan Harbor.
