The plaintiff-appellee, S. M. Wilson & Co., a general contractor on a construction project for an addition to the St. Elizabeth’s Hospital in Granite City, Illinois, brought a contract action based upon the theory of promissory estoppel against the defendant-appellant, The Prepakt Concrete Company, a subcontractor specializing in foundation work.
