MEMORANDUM OPINION In March 2017, Marine Corps Major Jessica Del Castillo, then a Captain, appeared before a Board of Inquiry (“BOI” or “the Board”) to answer an accusation that she had engaged in an extramarital affair with a fellow Marine Corps captain.
