This case involves an appeal from the trial court’s decision to deny the relief requested by the plaintiffs, Barry Samuel and B. Samuel Company, Inc. (collectively, the “Samuels”). The Samuels applied to the district court for a writ of certiorari to review a decision of the City of New Orleans Board of Zoning Adjustments (the “Board”) granting Xavier University (“Xavier”) certain variances from the Comprehensive Zoning Ordinance of the City of New Orleans (the “Comprehensive Zoning Ordinance”).
