The issues presented for review are: [1] Does the so-called “teacher tenure law” 1 embodied in the Oklahoma School Code [Code] 2 give a tenured 3 teacher priority for renewal over a nontenured teacher in the course of a reduction-in-force implementation in those instances in which the former is certified to teach the very subject for which a nontenured teacher is retained? and, if this be answered in the affirmative, [2] Did the school board’s implementation of its reduction-in-force [RIF] program, which resulted in the appellant tenured teacher’s nonrenewal, offend the…
