Appellants Robert L Frederick, Syd Katz and Joel Langer (the “Homeowners”), brought action against Appellees North Palm Beach County Improvement District (the “District”), Palm Beach County (the “County”) and Ibis Landing Ventures, Ltd. (“Ibis”) challenging the validity of property assessments and impact fees which had accrued on their property for the purpose of expanding Northlake Boulevard.
