Mr. Justice Pomeroy :

Tbe decision of tbe Court refuses to give recognition and effect to wbat I consider to be a valid power of attorney executed by tbe appellants in tbe Soviet Union. I, therefore, must respectfully dissent.

A recitation of tbe procedural bistory of tbe case to date, in more detail than that given in tbe Court’s opinion, will serve to put tbe issue before us in proper perspective.
