This is a challenge under the First Amendment and the Religious Freedom Restoration Act of 1998, 42 U.S.C. § 2000bb (RFRA), to a prison Conduct Adjustment Board (CAB) proceeding by pro se petitioner Richard Lee Rowold (Rowold). Rowold was housed at the Plainfield Correctional Facility, Indiana Youth Center (IYC) during a significant portion of the events described here and is currently housed at the Westville Correctional Facility.
