I. INTRODUCTION
Petitioner Allah Unique-Divine Siam, formerly known as Albert Siam Hobson (“Siam”), is a Massachusetts state prisoner 1 currently serving a ten-year sentence following his conviction on charges of assault and battery of a child under the age of sixteen with "the intent to rape, Mass. Gen. Laws ch. 265, § 24B, and indecent assault of a child under the age of fourteen. Mass'. Gen. Laws ch. 265, § 13B.
