This case concerns a challenge to the Zoning Administrator’s issuance of several construction permits regarding petitioner Charles Sisson’s renovation of his home and garage. Mildred Crary, Mr. Sisson’s neighbor, appealed the issuance of the permits to the Board of Zoning Adjustment (“BZA”), which ruled in her favor. 1 Mr. Sisson primarily contends that Ms. Crary’s BZA appeal is jurisdictionally and procedurally barred because of untimeliness and laches.
