MANION, Circuit Judge.
Appellants are former employees of the City of Chicago Finance Committee who lost their jobs when their alderman, Wilson Frost, was displaced as committee chairman. They sued the new committee chairman, Edward M. Burke, and the City for violating their constitutional rights pursuant to 42 U.S.C. § 1983. Prior to trial, the district court granted Chicago’s motion for summary judgment, and granted Burke’s motion for summary judgment on the issues of damages and qualified immunity. Hudson v.
