Petitioner Gordon W. Harvey appeals from a final order of the Merit Systems Protection Board (“the Board”) in which the Board found that Harvey had committed three prohibited personnel practices during his tenure as Assistant Inspector General for Audits of the Office of Inspector General for the Department of Energy and, as a sanction, demoted Harvey from the Senior Executive Service for three years.
