Graffiti vandalism — the outrageous scarring of real property both public and private with unintelligible markings made by irresponsible persons — plagues San Francisco as it does other cities in the United States and Europe. Many of these cities have attempted to curb this thoughtless despoiling of property by laws called “lock-up” laws.
