Distrigas Corporation and its affiliates Distrigas of New York Corporation and Distrigas of Massachusetts Corporation 1 seek review of a Federal Power Commission order directing them to “file with the Commission applications pursuant to Section 7 of the Natural Gas Act for authorization to construct and operate . . . their liquefied natural gas terminal, storage, re-gasification, and related facilities on Staten Island, New York, and Everett, Massachusetts.” 2 Distrigas challenges the order on two grounds.
