This case is on appeal from a decision of the district court awarding attorney’s fees to plaintiffs 1 under 42 U.S.C. § 1988 (1976 & Supp. V 1981) for all time spent in connection with their lawsuit challenging the operation of the Illinois Aid to Families with Dependent Children (AFDC) public assistance program.
