SANDERS, District Judge:

The United States appeals a judgment entered against it in favor of Robert Den-ham under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-80 (the “FTCA”). After a bench trial, the United States District Court awarded Denham $1,082,017.00 for injuries he suffered at a swimming area in a park owned and operated by the United States Army Corps of Engineers (the “Corps”), 646 F.Supp. 1021.
