*470 ¶ 1 Plaintiff, the Sargent Shriver National Center on Poverty Law, Inc. (Shriver), is a nonprofit legal and policy advocacy organization for low-income individuals and families. In June 2016, Shriver made three requests under the Freedom of Information Act (FOIA or Act) ( 5 ILCS 140/1 et seq.
