The Department of Education of the State of Hawaii (“the State”) appeals a February 15, 2000, decision of an administrative hearings officer rendered in favor of Defendant Cari Rae S. (“the Student”) in this Individuals with Disabilities Education Act, 20 U.S.C. § 1400 et seq. (“IDEA”) action.
