I concur with the result reached in the Majority opinion, which reverses the judgment of the Court of Special Appeals. The Majority opinion, in response to Neustadter’s argument, declines to analyze the Supreme Court’s Free Exercise jurisprudence in determining the appropriate standard of review in the present case, invoking the principle that this Court ordinarily will not decide a constitutional issue when the case may be disposed of fairly on a non-constitutional ground. 418 Md. 231, 240 & n. 7, 13 A.3d 1227, 1232-33 & n. 7 (2011).
