DUHÉ, Circuit Judge:

Rice farmers appeal the decisions of two administrative agencies within the Department of Agriculture. The district court dismissed Appellants’ claim against the Federal Crop Insurance Corporation (FCIC), concluding that Elmer Wilson (Wilson) failed to give timely notice of his crop loss as required by the insurance policy. The court also dismissed the Wilsons’ claim against the Agricultural Stabilization and Conservation Service (ASCS), an agency that denied them disaster payments following their crop loss.
