MEMORANDUM OPINION AND ORDER

HART, District Judge.

This is a putative class action challenging certain practices of the Illinois Department of Children and Family Services (“DCFS”) as being in violation of relevant federal statutes and the federal Constitution. Plaintiffs’ motion for class certification and for preliminary relief for the named class members was referred to a magistrate for a report and recommendation.
