This is a petition for mandamus by appellant against appellee as mayor of the city of Fulton. The petition recites that the appellant did certain work for the city at a contract price; that after the work was done he presented a bill to the city council, which ordered the clerk to draw a warrant for its payment; that the clerk drew the warrant for the same with provision that it bear interest at six per cent per annum from date; that at the same meeting of the council and before the warrant was ordered it was moved, seconded and…
