This appeal concerns the proper interpretation and application of the terms of a collective bargaining agreement between respondent, Niagara Frontier Transit Metro System, Inc. (Metro), and petitioner, Local Union 1342 of the Amalgamated Transit Union (Local 1342). The facts are not in dispute. The last of a series of collective bargaining agreements that began in 1946 was entered into between the parties for the period August 1,1987 to August 1,1990.* That agreement, and all its predecessors, contained the same provisions for its modification and termination.…
